About Sufalnet4eu
Funded by INTERREG IVC, the organization that helps European regions form partnerships to work together on common projects, SufalNet4EU carries on work completed by its predecessor, SufalNet. SufalNet4EU is operational during 2010 and 2011 as a network of 15 local and regional government partners in 10 different countries. The Province of Noord-Brabant, The Netherlands, is leading partner.
Background – SufalNet
Between 2005 and 2007, 21 partners in 12 countries exchanged knowledge and shared ‘best practices’ – the most tried and trued methods – for dealing with closed landfills. At the project’s final conference in Brussels a range of landfill-associated decision makers reacted positively to SufalNet’s end report findings, known as the Model Strategy. It was also concluded that the good practice identified should be implemented and should not be lost.
Putting it into practice – SufalNet4EU
The general objective of SufalNet4EU is to apply the SufalNet Model Strategy; which essentially means programming landfills for redevelopment including examination and aftercare. As these three processes are interlinked and interdependent – for instance aftercare needs cannot be determined until risk assessment has been carried out during examination – each partner will be creating an action plan. These plans will address one or more landfill sites to have these transformed into cityparks, golf course, industrial and residential area.
Common approach in action planning
Working collaboratively, the SufalNet4EU partners will exchange ideas, problems and solutions, and support each other in creating their individual action plans. A common approach of 6 phases will be followed, each adding a 'chapter' to the action plan. These phases are:
- Identification and selection of landfillsite(s), and stakeholder analysis
- Land use planning
- Environmental issues and technical aspects
- Legal, social and financial implications
- Draft Action Plan, including project despcriptions and draft application forms for EU Structural Funds programmes
- and Final Action Plans.
To have each phase discussed alll partners prepare a paper that will be presented at conferences and working group meetings. At the Launch Conference, held on 27&28 April 2010 in 's-Hertogenbosch, (NL) the first paper about identifying and selecting landfill sites to be redeveloped were presented.
Please find the results of phase 1 under 'Progress Action Plan'. Papers and presentations are to download from the 'Knowledgebase/downloads'. Please click at 'Knowledgebase' at the right side of the webpage.
Partners are now preparing phase 2 about land use planning. Papers will be discussed in 3 separate working group meetings in:
- Ludwigsburg (DE) on 15&16 September 2010;
- Kosice (SK) on 21&22 September 2010
- and in Poznan (PL) on 5&6 October 2010.
