PHASE 1 Identification an selection of the Reinaldapark in Haarlem

Afvalzorg will work closely with the Province of Noord-Hollland and the Municipality of Haarlem. Afvalzorg is a publicly owned waste management company operating in Noord-Holland and Flevoland. Its mission is to create and to maintain safe landscapes out of waste materials. Its main activities are operating 3 landfills and maintaining 5 closed landfills. Afvalzorg carries out the examination, aftercare and redevelopment programme in both Provinces Noord-Holland and Flevoland.

Afvalzorg did their search for potential sites to be redeveloped in SufalNet4EU in 2009. The search was based on the feasibility criteria as described in SufalNet's Model Strategy concerning technical, administrative and financial aspects. Additional conditions were that it should have an economical potential and both support of the Managing Authority of the Operational Programme West-Netherlands and politicians.

The search was carried out in different routes. At first the database of the Dutch examination programme NAVOS was consulted. Secondly the municipalities of Amsterdam, Alkmaar, Haarlem, Hlversum and Zaanstad were consulted. Finally Inititiaves and plans together with the results of a biomass feasibility study were inventorised.

The search resulted in 3 potential landfills sites to be redeveloped.

Because 2 sites eventually lacked political support the Reinaldapark in Haarlem was selected.

Reinaldapark landfill in Haarlem

The municipality of Haarlem is located near the western coast of the Netherlands. It has a population of about 150.000 inhabitants in a high density. Like other municipalities Haarlem managed their own landfills untill the 1990's. In total 6 closed landfills are located in Haarlem. The Reinalda landfill was in operation between 1954 and 1974. It is about 20 hectares. After closure it was covered with a toplayer and was already transformed into a sportspark.

Haarlem would like to upgrade the park into a new and attractive park with a wide range of activities to serve the community. The soil coveredge layer has to be remediated because it is too thin and it is partly contaminated with metals and polycyclic aromatics. Furthermore the park does not attract many visitors anymore because of its poor accessibility and low quality of paths and benches. The park has also serious waterproblems during wet periods.

Together with all relevant public stakeholders and local commmunity groups such as the elderlyhome Reinaldahuis, soccer and tennisclub, mosque, artists and temporary parkmanagement a planning process will be carried out in the framework of SufalNet4EU.
