PHASE 1 Identification & selection of the Bistrita-Nasaud landfill

According to EU- and Romanian law non-compliant landfills have to be closed. Thus since July 2009 waste storage activities in the city of Bistrita have to be stopped and the landfill has to be closed. Environmentally uncontrolled landfill sites are considered to be degraded land and it is not allowed to use degraded land for agricultural purposes.

On national, regional and local levels waste management plans are implemented in accordance with EU-directives. A waste management system of solid waste is implemented at county level. It aims to collect waste and to have the waste processed. Furthermore it aims to close and to clean up the existing uncontrolled landfills. The Bistrita-Nasaud landfill is such a landfill.

Bistrita-Nasaud landfill

This landfill is located on the outskirts of the city along the Bistrita river. Waste was dumped here since the 1960's untill July 2009. At the beginning of the landfill waste was deposited without separation or compaction. The volume is hard to estimate but it covers about 7.6 hectares at a height of about 5 metres.

The landfill is a threat for the environment and the citizens of Bistrita. The site has a potential for redevelopment because of its location at the edge of the city. Because it has to be closed, new solutions for waste disposal have to be found and this landfill has to be controlled in order to reduce the environmental and public health risks.

The first step is to look for a viable alternative for the waste disposal together with the actual closure of the landfill. A study will be carried out to analyse the current situation and to propose a new waste management system, including a waste and energy recovery plant. This study will also propose the aftercare and redevelopment of the Bistrita-Nasaud landfill to be closed.

Stakeholders are the Environment Protection Agency of Bistrita-Nasaud County, the Public Health department of Bistrita - Nasaud, industry and research institutes. All stakeholders will be consulted and involved in the planning process.
