Extremadura is located in the south west of Spain near the Portugal border. The Directorate on Environmental assessment and Quality of the Extremadura Regional Government is in charge of regulating and controlling waste- and landfill management, including monitoring and afteruse. Recently an integrated waste plan of Extremadura has been installed. The Directorate chairs GESPESA and EcoParques which are public companies that manages several landfills and recycling plants.
Directorate would like to promote political decisions to have landfill redevelopment projects actually implemented in Extremadura. At present there are almost 400 inert- and non-hazourdous waste landfills in the Extremadura region. However, the vast majority of these do not meet the most basic technical requirements, and are considered illegal.
Extremadura Region has selected 2 closed landfills for redevelopment.
Plasencia and Mérida landfill
In 2001 and in 2002 both landfills were sealed and degassed according to national Spanish law (Royal Decree 1481/2001) and EU-landfill directives. Both landfills are sealed with a mineral and geotextile topliner. The landfill has been covered with a topsoil of 0,2 metres to have vegetatation and native species grown. Also a landfill gas extraction facility has been built to flare the gas.
Together with the local authorities, waste management consortia of Badajoz and Caceres, GESPESA and potential private investors new uses will be planned to have the sites redeveloped.
For Plasencia a photovoltaic plant is suggested if it is possible to have the solarpanels piled at the surface of the landfill. The intended use for Mérida is to build a multifunctional leisure park, which could include an archery field, a karting track, a sports training track, a remote-controlled car track, a track from aeromodelling or a playground.
