The Málaga County is located in Andalusia in the south of Spain. It is the sixth largest Spanish province as far as population concerned, with more than 1.5 million inhabitants. It aims to work with the municipalities and local organisations in order to improve the social and economic conditions in the region.
The Provincial Waste Consortium is an association of 89 municipalities to manage the waste disposal of 527.000 citizens. According to Spanish law the Provincial Waste Consortium has to control the municipal landfills after closure. A main challenge is to have landfills closed in a safe and controlled way and to have these sites integrated in the surrounding environment Another challenge is to ensure long term aftercare and long term monitoring of environmental risks.
Out of 55 identified (registered) closed landfills 2 landfill sites are selected to be redeveloped in SufalNet4EU.
Vińuela (1,4 hectares) and Ronda (2,5 hectares) landfill
Both landfills are located in rural area away from population centres and villages. Vińuela landfill is closed in 1999 and Ronda landfill is closed in 2003. Environmental facilities such as a drainagesystem, a leachate collection pump and coveredge layer are installed at bot sites. Nevertheless the landfills are not fully waterproof and isolated. Because of the high landscape value additional environmental control is needed. The communities have already demanded for alternative uses of the sites. The intended use for both Vińuela and Ronda landfill is to regenerate the landscape including an open air theatre and to install a miniwind energy facility and a solar photovoltaic power plant for the grid. Existing building will be utilised with solar thermal energy facilities to produce the domestic hot water required.
The current situation will be analysed, more specifically on flora and fauna and the possibility to have biogas- and solarenergy facilities planned at the landfill sites. This analysis will be discussed with private companies interested in economic exploitation.
The Junta de Andalucia as the authorising authority to have the landfills closed and the local authorities of Ronda and La Vinuela will be involved in the land use planning. Information sessions and local events in order to raise awareness in both communities about the redevelopment plans will be held.
